Incorrect - An employee can be charged for anything provided they sign a payroll deduction form for it. The employer cannot take the entire deduction if it would result in them earning less than minimum wage for the pay period. In that case the employer can take the deduction in installments.

A back charge should only be used as a last resort. The first remedy is to correct the behavior that leads to the QC fail or damage in the first place. Too many companies want to hit the wallet first before trying to fix the problem.
