Labor question


Here's the problem:

I have recently began to use some hispanic labor. I have really liked their work and would like to employ them full time. They have completed an I-9 and provided copies of , the required, supporting documentation. However, they are not happy about filling out a W-4, and payroll tax deductions. They want to be 1099'd and pay their own taxes.

Can this be done legally?
