Yes and no/// There are guidelines that must be followed in oreder to pay on a contractor-to-sub-contractor basis. I would suggest that you find a local business accountant and go over your issues with him/her to see or more understand the guidelines/rules. Also you may want to try to obtain a RUS Spec. booklet from your local communications provider. It shows specs, guidelines, and approved pay units by US Gov. Most contractors in Telecommunication use it because it is more understood and accepted by the IRS. Anyways I know I didnt answer your question but I hope this imfo helps.
