I am certain you can just 1099 them without fear any of them will ever come back to claim they were employees.
They are tax dodgers. They never intend to file tax returns because they have no wish to contribute on par to American society but will be more than accomodating when sending their bambinos to free American public schools, getting free medical treatment at local American public hospitals, and lining up at the United States post office to buy money orders to send dollars back to Mexico instead of putting the bucks back in the American economy.
Mexican social attitude is highy racist and Mexicans segragate themselves from the rest of America by culture, neighborhood, and language. They are anti European American, anti African American, and have no respect for the Anglo culture or the English language.
America is for Americans and Mexico is for Mexicans. Mexicans have a clear understanding of this and so should we.
