insurance question


ok so sketchy contractor forces all techs to get workmans comp,
he has offices in maryland and pa,
pa offers lower workmans comp, (md doesnt carry a 20k policy, but you dont have to have workmans comp in md)

sketchy contractor sends manager down to maryland and forces all techs in maryland to fill out pa forms for workmans comp, under duress (i.e. fill it out or you dont have a job)

sketchy contractor deducts 800 from all techs,

Now either he never turned the forms in and these people think they have workmans comp and they dont,
or he actually turned the forms in and made these techs commit insurance fraud,

I realize that niether is a good scenerio, but my question is are the
sketchy contractors wrong doings civil, or criminal.

I really just want to get away from the whole operation, if its just a civil matter just walking is away is probably a good choice, but if its a criminal matter i think turning him in wouldnt be a bad idea.
