First of all, Contracting companies do not have to have workman compensation from state they are working in, as long as the state they are in is listed on his Declaration page on is workman compensation policy. Next The majority of the time contracting technicians can not afford the workman compensation policy because they give you a policy or a quote based on what you think you will earn for the year. I never heard of taking $800.00 from any tech I myself payroll deduct for insurance if the tech does not carry there own policy. Just keep in mind the IRS and the states are doing audits heavy and he might owed a fine base on what he made last year and needs to make up the difference. He probadly told them that each tech had there own workmans comp and they ask to see the certificate, so therefore he  had to get the techs to fill them out, pay for them so he could get in compliance with the state to buy him some time. So the answer to  question no it is not fraud maybe a bad practice for a business but not fraud.
