Legal question for apartment complex.

Hey ya'll, some of you aren't going to like this question but this is what i'm doing to pay the bills for now.
Heres the question: Once a trunck cable (750) hits an apartment complex property who owns it? Along with the taps and L.Es' that are on the owners property? I have always been told that once an attatchment is made to the owners premise, they own it, not the cable company.
The 750 cable is "daisy chained" from building to building, there is a tap at every building and one L.E. The complex wants me to do away with the cable company, build my own rack and use the equipment that is already in place. Of course I know I can use the drops. Keep in mind that I've been in this business along time, I would rather not be hit with a thousand "opinions" if you know what I mean. If you know what your talking about, or have ran into this situation before, help a bro out, please. I dont want to get lawyers involved, and it would make a huge difference on the bid, so if any of you legal eagles' (cablespy?) could help, please ring me. Thanks in advance, Later, Red(snipper)(usa)
