In most places the Complex has to sign a contract in order that the cable company will install the system. Once the contract has expired it belongs to the complex. In some cases (actually many cases) the cable company is in such a hurry to get the subscribers especially in high end complexes.
Optel cable (which is no longer among the living) did this in Dallas, Houston, Denver, and Atlanta. They would set up Headends at convenient complexes then microwave to other complexes around town. They did real go in areas where there were tons of complexes. They could avoid the places where subs don't pay well and concentrate on the ones that did.
