in my experience the distro and trunk belongs to the catv comp unless it is written different in the Right of Entry agreement. This is the agreement between the property owner and the CATV company that legally gives them the right to provide service to the complex. It could be different in high rise apartments where the system is ran throughout the building as opposed to apartments that are spread out over a piece of land.

I have dealt with property owners that would not allow us to replace our cable and equipment on their property during a upgrade. They quickly changed their minds once they found out that all of their tennants would not receive any new features from the upgrade.

Almost every MDU in this area has a ROE agreement. It may be different where u are at. The drops may belong to the property owner not sure about that. I would first ask to see the agreement before i did anything. Hopes this helps
