Transmit Help

We having some issues with our transmit power levels. Our receive passing levels are between +10 and -10. Carrier Noise 30-40. Transmit should be no more than 52.0. The majority of our failed modem is transmit problems which can go beyond 53 even coming straight from the tap. Is there anyway we can show that this is not a technicians fault but fault of system or plant issue? We are at risk of having modem jobs being taking away from us.
