bad cable?


I'm an electrician doing piecework cable installs for residential customers and i recently wired up a new house for CATV and internet...upon the final hookup to the service 2 of the sets were fuzzy with snow. I don't have a level meter so i couldnt check the loss on the 4 way splitter, and i replaced it with a new unit...checked all my snap and seals and buzzed and checked the cables for staples with no luck. Still 2 of the four sets work FINE whats going on? I'm sure it isnt the cable or the connections i dont use staples and when i called up the cable co. they sent a tech who checked the levels on the drop and said it was OK the runs are below 100 ft each and i used RG 6 from belden what gives???? A tech i know said there are different outputs on 4 way splitter legs 3.5 and 7.5 db apparently...any insight into this?
