Cooperjockey? Yes it is recommended you have an RF field strength meter BUT not required!
Just a few pointers from a "Nutcase".........

1). Are your drops homerun? (One coax from Lockbox/Ped to each RF outlet?

2). Have you tried using a test set? small portable tv?

3). The suggestion of terminating one end of the coax with a 75 ohm terminator and messuring with your VOM is a excellent tool!

4). If you have a cheep scanner or am handheld radio? You can program/dial into one of the local cable companies cable frequencies and do a CLI leakage test?
