Well, the copy & paste is from the same HHS report that you all find so important.
It can be argued it's not increase if, for example, inflation/the cost of living goes up 5% over the next decade, and healthcare only goes up 1%.
90 billion dollrs is alot of money. But for the budget the size of the US economy, it's not alot when its being spread across 10 years. This equates to 10B a year, which is alot of money. But when you consider that, without the reform law, we were going to be paying MUCH more, and would be covering less people that 1% increase is not bad at all. And you can't forget that the report only said this increase would occur in the first decade. In the first decade (10yrs), the cost saving mechanism will only be in effect 5 of the 10 yrs.
