You have bad cable, bad fittings (feeder connections) or a bad piece of equipment, in that order. Once you eliminate one possible source, go to the next. Make sure everything is tight and right.

You don't say if the horizontal lines are scrolling or not, if there are one or two lines, or if the screen is filled with lines. If they are scrolling from the bottom to the top and are one or two lines only, indicates a bad power supply. Filled screen indicates one of the 3 possibilities already listed above.
