Cable Modem SNR issues


The story:
 The node is noise free, the home is also noise free. Modems in use are RCA DCM425. SNR is 17. We can change the modem with a new one and for awhile will stay @ in the low 30's.We can reset the existing modem with the same results. But they always go back to the 17's nothing in between.
  We are finding that the CMTS's are not over loaded, however it's pretty constant that every card has about the same percentage of bad SNR modems on them, which adds up to quite a few.
 We have been trying to narrow down what these would have in common in the field, but are coming up with different situations for all of them. 
 We can have 2 modems in the same unit with one good and the other just goes to crap after replacing. We have checked wiring,splits and so forth but nothing seems to help and are scratching our balding heads.
 We are in the proccess of checking the history of these, but thought maybe someone has had the same issues.
 FYI We have also done your normal testing with the D-Sam, Docsis,Mer/Ber Packet/Ping the works with nothing wrong there.
