just out of curiousity...does your downstream snr change also...and what are you using to measure the upstream snr....
i have seen downstream snr (mer) bounce 5 or 6 db erratically...have always fixed this by replacing the tap plate...
ac feedback to shared splitters is notorious for effecting levels and snr, but if your levels are not changing i doubt this is the problem
are your modem lines dedicated from kbox...are you using dc's for split...do you use mit filters on the video leg...what frequency do you use for downstream and upstream signals...how do you isolate ac feedback if you find it...does your meter read the same snr as the modem
the last question is the most important...if your meter doesnt show the same issue then i would say your modems are the culprit
oh...if your modem is off line...does it default to a lowest level when pinged...meaning, have you ever seen the snr go below 17
