Digital break up


Ok people here is the issue.  I have a few customers in the system I work in that are having digital break up.  MERs are great. No pre and post errors.  I'll give you a example. Tap levels on the analog are 17 dB and the digital is 6 dB down from there sitting at 11 dB.  There are two 50' RG6 drops into the home.  There are 6 outlets in the home fed from two three way splitters. Three outlets are not in use.  The others are connected, one is going to a tv with NO digital service, there are two tv's with digital settop boxes.  When I got there I was told that all three tv's had digital break. Now that did not make sense because we only have two digital settop boxes. I did see the digital break up on one of the tv's though.  I checked all levels and everything is within spec.  I did find out that that there is AC(45 to 55 v) coming back from two of of the TV's.  Voltage was measure off the cable to the hydro ground.  I unplugged the tv's and the voltage went away.  Here is what I done, the two tv's that had ac coming back were connected to one of the three way splitters and one of the outlets that were not in use.  The main tv that had a DCT was connected to the other three way splitter and the two outlets not in use.  I watched for digital break up for 45 mins, nothing.  Customer was ok with what I had done and I did inform her about the ac issue and that it should get looked at by a TV repair tech.  She called me about 3 hrs later and the break up was happening again. Now I'm thinking that the AC issue has Nothing to do with the digital break up but hey It was worth a shot.  I'm stump with this issue. Oh yes the settop boxes have been replaced 5 times as well.  Any suggestions?
