Sounds like ingress to me. Check you upstream spectrum. Do you sets without converters have any ghosting on your local channels? I would also check with a sniffer for any leaks in the house. Bypass all VCRs, you can also unhook the jumper going to the TV and use a 75ohm terminator on the F81 on the back of the TV and see if you are still picking up your local channels. If you are the TV is bad. One bad TV can screw the whole house up. Check and make sure all of your connectors on everything except the TV are wrench tight or tourqued to specs (30 inlbs). Last but not least, check the drop for squirrel chew, if it is backyard easement I will just about bet it will need to be replaced. I work in a system in Cleveland where 90% is backyard and we almost always have to replace the drops when we have this issue.
