Proof of I-9

I have been talking with this guy about the possibility of working with them,I do underground tele-com.I have chatted with this guy several times the past month and every time he wants me to give him all of my guys I-9 forms drivers license and photos.I do keep all the I-9's on my guys cause as we all know it's the law,but I am rather skeptical about giving this info out to a guy I dont know.He says its to get me approved by Verizon to work.Any input?
