SNR Issues Cable Modems Drop Small System

Hey Everyone,
Having a very odd issue, on a small system of ours we have a 500mhz network, 45 channels, channel 36 is our High Speed Downstream, 28.1mhz is our Upstream.

We use mostly GI SX Trunk Amps, have 8db pads in all trunk amps, using standard diplex filter, and return amp, our system has been dropping all cable modems except for sometimes 5 sometimes 10, and the rest go into range and dont come online, SNR drops from 28 to 13/14db then remains there, checked all cables feeding trunk amps, checked our JXPs, checked return amps, and have no cable troubles, etc., generating noise. The CMTS is a BT CMTS, we have tried adding and removing attinuation from the CMTS Outputs and have no change. There is 5 trunk amps in our system, 4 are GI SX, 1 is a Magnavox 6TNA395, and 30 line extenders (Triple Crown 5330 All with Return Amps).

Right now we have a 18db SNR, 23 modems of 52 total online, several ranging, have 8db pads across the board, except at our headend trunk amp which is a 5db pad is what had to be put in otherwise SNR goes to 5db and 6 modems register.

ANY help or suggestions greatly appreciated.
