Sounds like your returns are set up incorrectly. I deal mainly with SA but have done Mag, GI and others. Just about every one wants to hit the return chip with +20db I never heard of a system set up to hit it with +8db. Hell a modem will put out +60 to 65db. It sounds like the co that set it up had the wrong specks or hosed you good.

Also what are you hitting your BSR with at the head end? They like to see 0db on the upstream other wise your clipping.

If you don't have sweep you can set it up the old fashion way. Use a signal generator and inject 50db back from a eol and using a SLM repad and EQ your returns to get the proper levels hitting your upstream chips. It an old way of doing it but it works in a pinch if you don't have sweep.

Before you do anything get the specs on your amps +8db just sounds too low

Oh yes your SNR should be 30db or better it will work with as bad a 15db but will be vary prone to noise issues.
