Is this a federal offense????

I did some storm damage work in Florida and could not wait around for the last check.....As I returned to Cali. "home" I found out that the check had bounced!!!!As it turns out , it seems this man is requiting small companies and individuals from out of state. He owes me 12k and at least 1 other individual around 3k. The other individual was also from out of state. Doug Prisor of US Audio and Video will not respond to us in any way!!!! I know he is dodging me cause alerts go through on his nextel then he clears them!!!who do I contact about this type of fraud, because there are probably several others out there that he has done this to. Is this a federal offense because he is recruiting from several states???
