Proper grounding (DTV install)

I am SBCA certified and understand the grounding rules. What do you recommend/do when the rules don't conform to the NEC? Specifically, I just mounted an HDTV antenna on the 3d floor of the roof. There was no ground nearby and the house ground was 50+' from the bond. More than 20' rule ... etc.

or Apartment complex with no ground on the balcony and you can't run down the wall due to complex limitations / 20' rule.

The only answer I've come up with is do or don't but what is going to happen with the new $100 charge back rule - when one of the HSPs come out for a remote control problem and say the system wasn't grounded properly?
