I need to know how Unlicensed California Contractors are performing work in CA. Every Contractor ( All Unlicensed in CA) I've Contacted in Central and Northern California are from out of state and are putting Sub's to work under them. Some states have agreements for this, but everything I've read at the California State License Board web site and every one else I've talked to says that to perform any work in CA you must have a CA license. I would like to know if theres something I'm missing or is there a loophole these guys are using. Thanks.
