I'm not sure about Ca. law...but in some regions there are neighboring states than can work across state lines on temporary basis (can be as long as 2 yrs.), with a proper paperwork (workers comp., contractor's lic. etc). Some states do not have any license for some types of cable work. Where are these contractors from? Are they prime or subs? Some states only require the Prime to license... since there actual contract (with sub) is valid in another state.
