Most states that require contractors licences will enforce them but you must contact the board to make them aware. Some cable operators especially at the rebuild level will simply look the other way since most are desperate in finishing the work, however if you contact the MSO's legal department that usually gets their attention. Beacuse it's CA a call to the governor's offices will help speed things up if the state board doesnt react.
