Not a lawyer, Son of a retired california contractor
The MOS may hire a contractor that is registered in California or who employess a person that is registered in California as a l contractor or holds a speciality contractor license. I think my dad told me to get a C-76 Low voltage telecom. The C-10 is for elecrical contractors.
Many may rent a contracotr's license by putting this person on the pay roll or have them act as a conslutant to the firm. The lack of day to day activity with the out of state or otherwise unlicensed firm may casuse some ethical and legal questions.
Those folks working for firms in California, Nevada and others states requireing contractors to be licensed should look around the office to see if the License is hanging on the wall.
Subcontractors also have to have their own licenses. As the work load goes down the food chain the need for a contractors license becomes clouded. Those running solo small gigs won't even show up on the states radar, unless you screw up somewhere.
