It needs to be a union of some sort and the contractors should have to pay a minimum rate and Techs should only work for companies that hire Union Techs. There for that company will have a proven track record. Also the MSO needs to put a limit on how many sub groups a prime can have under them. Cause that's the main root of the problem.
