Power runs in three phases, two hot and a neutral. When a hot leg is dropped onto a comm. plant the strand isn't up to the task of carrying the power and heats it up as it goes to ground. When the strand gets to the point it melts through the jacket whether it be plastic or aluminum the cable melts causing shorts or an impedance mismatch depending on how hot it gets. Either way the cable is now garbage and needs to be cut out and a new piece spliced in or preferably the whole spacing replaced.
