Explain a Hotleg

I work for a cable company. I am investigating a an accident where a power supply company dropped a "hotleg" and burnt thru the Cable companies coax.  I am new at this, I don't know shit about power. Can anyone please explain to me what the hell this is?  I have to write a narrative describing the event and I am at a loss.
