Over here you have to show your military ID before you can purchase gas or shop at the exchange or commissary. Going to the foodcourt is no problem. Have you tried to talk to the base housing OIC about getting some type of long term base pass. I (on an overseas Navy Base) can usually get a base pass for our contractors and their vehicles as long as I provide the paperwork 3 working days in advance. And escort them the whole time they are oboard the installation. Normally I need a photo copy of the contractors drivers license and or a copy of their passport, vehicle regristration and proof of insurance. After that nonsense in Virginia I do think that the policies are changing. I have heard talk of a company needing to have background checks done by a private party and the company needing to have a security custodian in charge of submitting the background checks to security OIC and then they provide that information to Pass and ID. Hope this helps.
