My guess is that Cox has got themselves an installation subcontract that gurantees an amount per installation / box / service call / whatever. Cox is expected to pay for these things regardless of who does them. SO rather than take advantage of the cx doing something simple....they are contractually bound to use the subcontractor or pay in any case. Check it out.
