Questions Concerning Criminal Background

My brother has just come home from incarceration. Prior to being incarcerated, he had done work through a contracting company in Winston-Salem, NC. He is interested in doing broadband communications contracting work, but is not sure if he can with a felony conviction. The nature of his felony is non-violent (a drug conviction), and he resides in the state of Georgia. Does anyone know the policy of broadband contracting companies in Georgia in regards to hiring felons? Thank you for your assistance
