The letter from communist leader Ho Chi Minh to Truman was a joke and should have been ignored. We never did get much oil (and still don't) from Iraq, but other country's who make up the world market do. Mexico did not exist as a country when Spain claimed that part of N. America.  But you are right about the stupidity part. There are still people out there that will poke a hornets nest with a stick.
