Because you sir were getting anally probed, on a prevailing wage job you are paid from the time you clock in or log in at your assigned location, (shop, warehouse) if you are classified as a

ELECTRICIAN-LINEMAN/GROUNDMAN/HEAVY EQUIPMENT OPERATOR
ELECTRONIC COMMUNICATION INSTALLER/TECHNICIAN
2011-2012 Prevailing Wage Rates – Clark County, Nv.

Groundman 36.02
Lineman     54.00
Foreman     59.19
General Foreman 64.45
Heavy Equipment Operator 44.29

ELECTRICIAN-WIREMAN In addition to ELECTRICIAN-Wireman rates add the applicable amounts per hour, calculated based on a radius from City Hall of Las Vegas: Zone 1-0 to 25 miles $0.00 Zone 2-26 to 55 miles $2.50 Zone 3-over 55 miles $3.50

You are paid at the highest rate for the classification for the job you perform
If you are a Lineman @ 54.00 per hour and the Foreman has to leave the site without a replacement and you replace him you are paid the higher Foreman rate for the remainder of your assigned shift even if they send a replacement.
They cannot lower your rate based on task, Trust me Mr. Deep Pockets (Your Company) is billing the Feds for all hours at the assigned Lineman rate.

You can contact the Paymaster General's office at the Dept of Labor and give them your
SSN# and they will compare your time sheets with the Companies Billing sheets.
You did keep copies of your pay sheets ?
