I'll try 1 last time. As an employee you can "jump ship" anytime you want. Just (in most cases) not in the same system. You are an employee, your boss is a vendor, the mso owns the system you are working in. By law (lets say it's TWC) the mso has to have an ethics code filed with the local Gov., their stock holders, and their legal department. This ethic code must be followed by employees,vendors, and MSO. If it says you have to wait 3 months to switch employers working for the MSO, then that's the rule. Bitch all you want, rules are rules. If you or the vendor break the ethic rules, the vendor is in breach of contract. If you don't like the rules and feel like jumping ship, move on to another system.
PS. from the looks of your post, I sure would hate to babysit you.
