Of course you can install as many splitters as is needed to do a job. As long as the signal level is within specs, there won't be an issue. However you saw that was not the case, that in fact the signal was 19dB LOWER than spec. So in that case, no, all the splitters were not OK. (You fail to say how many splitters total there were. If only 2 splitters, there is a problem elsewhere in the system.
