seems to me the key word is lock box......it is locked to keep out unauthorized people....and maybe the wiring in the building belongs to the apartment owner but that ped belongs to the cable company and it is on a public utility  easement....now if those sat techs are in those boxes unhooking lines to use what happens if the disconnect the wrong line?  the cable company loses a customer .....i can tell you alot of those drops are left unmarked sometimes....would they disconnect someone to gain business?
