I doubt that the HSP took away custom work solely out of greed. It doesn't make any real difference to what they make. Is it possible that given free rein techs were ripping customers off and the complaints go back to DTV and shit rolls downhill?
If that is the case then I think the solution is fairly simple. I have told the HSP ahead of time what my custom work and Rates are and had them approve it. I also leave info with the sub to call me if there is any sort of problem. Everybody is happy.
