Nope, your dead wrong knight, no bond IS an auto fail, so is "grounding" N.E.C. states service must be bonded to common ground of house. That means no ground rods either. I don't care if your in satellite or cable, you won't find a true QA inspector who would pass a job with no bond, if he does he's not worth his salt.
