Soory to say but the QA matrix at the time was not an autofail. If you put in a groud block with service loops, and did everything else you were supposed to the system passed.
They know you can't ground most apartments. If the QAS is making a point to QA the appartment jobs, then it is time to pass the job as unable to ground. If your boss forces you to install, then he needs to sign off on the charge back.
