If they will not count a work for at sub rates thats fine because by the Davis Beacon website for NC an electrican and a laborer only have to be paid $7.25/hr with no fridges.  They want to play this game lets play.  The guys were going to make more than that as a sub, hell by their website I am paying my guy to much now. But so be it. And since I am not doing any construction then thats all good.
