Seems low on the downstream. What is it at the stb? You had said 0 at the tap. Pull a scan and take a look at your response. Are all the qams that low and just the downstream for the modem hot? What are your analogs running out of tap at? You have to consider how much lower they are pumping the qams out down from the analog. either 10 or 6, Due to total power. I am betting your downstream on your modems are hotter than your qams all the way back to the head end. What kind of mers and bers are you getting? Cards are much more sensitive than the other boxes. Is it a tap at an amp location having to deal with the total 7 db of tilt? or is it an eol where levels would norm be more flat?
I am not a cable guy but I did stay at a Holiday Inn last night. haha.
Just throwing some thoughts at you man. We went 100% digital a few years back and man did it make things a lot easier.
