SA 4250 STB VOD Issue

Having an issue with our VOD on a 860mhz system using SA 1ghz moduals...Our STB's talk to the DNCS on 74.5mhz downstream...Upstream is anywhere from 18mhz-23mhz on a 64 qam..74.5mhz at the tap is +0.1db.. channel 82 is our modem carrier channel, which is at a 12.5db...We use a 7db tilt between high and low...My problem is i cannot get two way communication on the SA 4250 STB, or pull an IP address...Tried 4 different STB's of the same type....With a SA 8300 or a 3200 3100 i have no problem pulling an IP.. The 4250 is a card box, though the card marries fine to the box...Any ideas???
