Sounds to me like you've got the same CMTS receive MER problems we've been fighting over here for weeks now. It all started when we turned off pre-equalization at the headend. Had to do it though to show the ugly truth about how bad our lines really are before the 64 QAM upgrade. We've been in constant firefighting mode over here once we realized what was going on. My suggestion: keep hammering away with the trouble calls and convince your neighbors to do the same. They'll get the hint sooner or later.
