What kind of signal you got hitting the modem, if they upgraded the system could be clipping if it's too hot. Do you have catv if so do you have any trouble with it? Signal could also be too low, they could have a bad ground somewhere, missed a screw in a tap, cut a center conductor short. In other words could be a thousand different things, without working on it directly its hard to say what it is. Tell them to send a tech and let him see if he can find out what it is.
