Circumstances were different???!?! WTF are you talking about. The GOP is claiming the mandate is not constitutional. THE CONSTITTUTION HASN'T CHANGED, SO THE CIRCUMSTANCES ARENT DIFFERENT!!!
I take that back. Something has changed. The Dems accepted the proposal, thats the only thing that changed!!
