Trey you are wrong again. Those 60 votes are worthless. This is how its supposed to work.   If the House and Senate pass the same bill then it goes to the President. If the House and the Senate pass different bills they are sent to Conference Committee. If the Conference Committee reaches a compromise, it prepares a written Conference report, which is submitted to each chamber.  THE CONFERENCE REPORT MUST BE APPROVED BY BOTH THE HOUSE AND THE SENATE. Re-vote. If they can't come to a compromise the bill dies.   If the bill passes the President has 10 days to review it and sign it to make it law.   Knowing this fucking President he won't read it , he'll sign in 5 min.
