That is ONE way it can work. The only thing that must happen is that both the House and Senate must pass the same. How the bill originates can happen a number of ways. But the ONE thing that MUST happen is both chambers passing the same bill. Because the Senate passed the bill, all they have to do is pass the same bill in the House, and it can go to the POTUS for signature.[]
