The government is pretty limited on what they can do about jobs.  However, the government can aggresively do something about the debt. Healthcare is the biggest part of the budget.  It's the part of the budget that grows the fastest.  Fixing healthcare, results in less money being spent on the Country's healthcare credit card.

The money in the healthcare bill is money we would be spending anyway.  The healthcare bill may cost $1 trillion or whatever.  But without the bill, the cost would be much more and we would receive much less. This is not new spending. This is less spending and getting more for it. 

Even if you jail, fine, or chain gang people who don't pay their hospital bill. The bill still goes unpaid and is passed on to paying customers.  Hospitals bills are already the number one cause of Bankruptcy filings in this country. So the "tough love" theory has proven not to work.

The problem with doing it 1 step at a time is simple. When you don't do it all at once, the results aren't likely to be the same.  For example, everyone agrees with laws stopping insurance companies from denying coverage to those with pre-existing conditions.  This law would allow people to not buy insurance, until they were sick.  For obvious reasons this wont work unless premiums are raised much higher.  The only way you can end the practice of denying coverage to those with pre-existing conditions and lower costs, is to make sure everyone (especially the healthy) is insured. 

The healthcare bill will have a positive effect on the deficit.  Everyone getting insured is just an added, and neccessary, plus. No kind of reform will work, if the number of uninsured is not substantially lowered.  Whatever good that comes from any plan you come up with, would be ruined, by the passing of the costs for unpaid care, to paying customers.
